Subsequently, the Ministry of Water Resources (MoWR) issued the River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016 (Ganga 2016 order) to constitute various authorities for assisting the government in achieving its aim of effective abatement of pollution in the river Ganga. The order designated NMCG as the nodal agency for implementation of the Ganga 2016 order.
Constituted under the Uttar Pradesh Water Supply and Sewerage Act, 1975, Uttar Pradesh Jal Nigam (Jal Nigam) is a statutory body having the power to develop, maintain and regulate water supply and sewerage works in entire Uttar Pradesh except in the Cantonment areas. With respect to the Order of Ganga 2016, Jal Nigam, in association with the NMCG, has envisaged to undertake the following few activities for implementation of the Namami Gange programme-
- Development, operations and maintenance of 2 STPs, each of 8.5 MLD in Bisundherpur and Pakka Pokhra in Mirzapur respectively and their associated infrastructure proposed at Mirzapur facilities.
- Rehabilitation of the existing Mirzapur STP, with a capacity of 14 MLD, operations & maintenance of the same along with that of STP associated infrastructure.
- Development, operations & maintenance of Ghazipur STP, with a capacity of 21.00 MLD.
- Operations & Maintenance of pumping stations in Ghazipur constructed under the AMRUT scheme at Ghazipur facilities along with the STP associated infrastructure, on a PPP basis, through a hybrid annuity model.
The objectives that NMCG and UP Jal Nigam wish to accomplish through the project are to:
- Intercept raw sewage flowing into the river Ganga and divert the same to the Ghazipur and Mirzapur STPs;
- Treatment of the raw sewage diverted to the Ghazipur and Mirzapur STPs;
- Implement viable technologies and international best practices for development, rehabilitation, operation & maintenance of the Mirzapur facilities and the Ghazipur facilities; and
- Encourage and facilitate large scale private sector participation and mobilisation of private sector investment to further the national aim of rejuvenation of the national river Ganga and its tributaries.
